If a unit is wounded and starts its turn initialy with half of the action points, i think that actions like: drop, change, reload weapons must be half of that initial points. I have an unit that cant reload because it has 21 AP's and the cost of reloading is 25. This action musts be dynamic for each unit. What do you think about it?
How about even when a unit is wounded like that, they still get a minimum of 25 APs, so they can at least do all actions? (I think that might be an easier solution for me to implement, anyway!).

Probably thats one solution. If think that would resolve some action problems. Good idea. Implement minimun AP's.
