I'm about to implement a new feature and am looking for comments: if a unit has less than a third of their health remaining, their APs are halved. Good or bad idea, or needs tweaking?

Yeah wounded soldiers probably should have some kind of Action Point penalty. How about making the % health reflect the % of Ap's.
eg 75% health = 75% Aps, 50% health= 50% Aps, 25% health = 25% Ap's
It would make the medikit a lot more desirable - and could open the way for a cheaper option of painkillers which don't increase health but Do remove the Ap penalty.
